Ya gotta love Photoshop Elements. If anybody wants, I can post some of the good stuff I've made on it.

Since I know you're a fellow user, Slash, do you know how to make glow effects and lighting effects? I've been told it's possible with many layers and careful use of the burn and dodge tools, but I can't figure it out.

You don't really need that many layers to achieve lighting/glow effects. I'm sure you already know this, but if you don't..
Filter>Render>Lighting Effects
Play around with lighting effects, but remember to be aware of the ambient light as well
Filter>Render>Lens Flare
You can place a lens flare behind a subject to make it glow from behind
Burning and dodging is okay, but you probably have to use bigger brushes and you won't get precise circles, so it's a little sloppier.
If all else fails fiddle around a lot with the filter gallery, you're bound to find something that gives you the right effect for the right layer.
